They're just tired of making withdrawals from their Cayman Island accounts to buy cheap building materials and food for JW victims after every disaster.... So if each J-Dub simply packed their own shit, that's one less thing the WT needs to worry about and that much more "Worldwide Work" money and insurance money that can be funnelled into off-shore tax havens and hedge funds...
Pretty soon they'll be suggesting kits indirectly owned by the WT Corporation... I wouldn't put it passed them...

Heavenly Gates Closed in 1935 Re-opened in 2007
by Alfred insince 1935, the watchtower had been categorically teaching (for over 6 decades) that the heavenly calling of the 144,000 anointed christians had ceased in 1935. this teaching was especially significant to older jws (especially those who spent much of their lives serving the watchtower as pioneers, elders, missionaries, bethelites, etc.
) because many of these would eventually turn their attention to the aging governing body members and feel a sense of relief knowing that the end was drawing ever so near.
in other words, as more governing body members (who were born before 1935) passed away, the closer they would get to their long-awaited reward of surviving armageddon and living on paradise earth where they would finally hug grass-eating lions near a waterfall while marveling at snow-peaked mountains in the distance.

The OP is not misleading at all... The Watchtower did in fact teach that the heavenly calling had ceased in 1935, albeit they later started using words like "evidently" and "apparently" and it "seems" and "virtually" to give themselves an out (like they do with all of their strange doctrines)... here are just some examples...
"Apparently, by the years 1931-1935 all symbolic fish suitable for the kingdom of the heavens had been caught to complete the foreordained number of 144,000 joint heirs of Christ." -Watchtower November 15, 1967 page 694 paragraph 10
"Evidently, the gathering of these was virtually complete by 1935." -Watchtower January 1, 1988 page 11 paragraph 8
"It seems that by the year 1935, the general ingathering of the anointed was complete." -Watchtower January 15, 2000 page 16 paragraph 11
"Their identifying themselves with the great crowd of other sheep indicated that by 1935 the calling of the 144,000 anointed Christians was virtually complete." -Watchtower May 15, 2001 page 15

Gerrit Losch was actually once an apostate.
by Julia Orwell ina jw friend of mine (who was one of my besties until i told him i didn't believe jw religion anymore) used to live in austria and for a while in the 70's was in the same congregation as losch.
they used to spend some time together in the ministry.
my jw friend tells me that he and losch used to often talk about how they believed the wt was wrong about certain interpretations of the bible, for example, how at the time the wt taught that the mustard tree used by jesus in an illustration represented an evil kingdom, and losch and friend didn't think that was right.
